I've built the actual ride but now im trying to build the mountain around it

I can create blueprints just fine, but when I wish to make them public, i get this message telling me i am "not eligible" to do so. such text is in the image below (also enjoy my crappy circle) I've spent almost 250 hours on this park, so I'm running out of ideas

Trying to submit a blueprint, but can't change the setting to public since I'm not phone or ID verified. Any way I can change this?
