I don't really know what to say other then just kept trying to find the area where they are stuck.
This is normally simply because your guests CANNOT leave your park for whatever reason or are trapped somewhere. I know you say you've checked that they can leave but if they aren't path finding to the exit you must be missing a path between where your guests are and the exit (or maybe have a one way gate?)
It’s most likely be due of your path being displaced or made wrong or a one way path of you have made any underground money farms that could be the the reason hope this helps!
